Biographical Data
Distinguished Professor in the Department of Civil and Environmental Engineering at UPPR, he is the author of numerous technical articles, both in English and Spanish, and has presented contributions at the 1980 and 1992 ACI Fall Conventions. He co-founded the Pan-American Academy of Engineers in Panama City in 2000 and was the first to be recognized as an Honorary Member of the Dominican Society of Engineers and Architects. In addition, he is a member of the American Society of Civil Engineers (ASCE) and president of the Earthquake Commission of the Puerto Rico College of Engineers and Surveyors.
In 2007, he received the Alfred E. Lindau Award from ACI and in 2010 the Government of the Dominican Republic asked him to serve as special advisor on improvements to that country's Seismic Standards. His research interests include the development and promulgation of methods related to the analysis and design of concrete structures, especially structures with shear walls.
He is a licensed engineer in Puerto Rico, Florida and the Dominican Republic. He obtained his degree in chemical engineering and civil engineering in 1952 and 1954, respectively, from the University of Havana, Cuba and obtained his doctorate in civil engineering from California Coast University in Santa Ana in 1982. Since 1955 he has worked as a civil engineer and since 1975 as a professor of civil engineering.
