Carl-Axel P. Soderberg

Engineer Carl-Axel P. Soderberg is a prominent Puerto Rican professional with over fifty years of experience in environmental engineering, natural resource protection, and sustainable water management. He earned his bachelor's degree in engineering from the Georgia Institute of Technology and is a member of the Puerto Rico College of Engineers and Land Surveyors, as well as that institution's Institute of Environmental Engineers and the Puerto Rican Academy of Engineering.

Throughout his extensive professional career, Engineer Soderberg has held leadership positions in state and federal government agencies dedicated to environmental protection. He began his career at the Puerto Rico Environmental Quality Board, where he worked for 16 years. There, he directed the Water Pollution Control Program for eight years and subsequently served as the agency's vice president for four years.

Later, he was recruited by the Puerto Rico Aqueduct and Sewer Authority to establish and implement the Industrial Pretreatment Program. After five years of service at that public corporation, he assumed the directorship of the Caribbean Division of the U.S. Environmental Protection Agency (EPA), a position he held for two decades. Subsequently, he was promoted to the position of senior advisor to the EPA regional administrator for sustainable water management.

Following his retirement from the EPA in 2016, Engineer Soderberg continued to contribute his experience and knowledge to various organizations and initiatives related to environmental sustainability and public policy. He was appointed to the Board of Directors of the San Juan Bay Estuary Program and served as executive director of the Puerto Rico chapter of the Inter-American Association of Sanitary and Environmental Engineering (AIDIS Puerto Rico). Additionally, he served as president of the Inter-American Association of Sanitary and Environmental Engineering from 2000 to 2002.

In 2019, he was confirmed by the Puerto Rico House of Representatives and Senate to serve on the Committee of Experts and Advisors on Climate Change, the body responsible for advising the Government of Puerto Rico on matters related to climate adaptation and resilience.

An ecologist, engineer, and recognized analyst on environmental issues, Carl-Axel P. Soderberg has distinguished himself through his contributions to public debate on waste management, the protection of water resources, drought, and climate change. Since 2017, he has written a monthly column on the environment and public health in El Nuevo Día and, since 2019, he has published a second column dedicated to analyzing the challenges and opportunities associated with climate change in Puerto Rico.

His professional career serves as a benchmark in the field of environmental engineering and sustainable natural resource management in Puerto Rico, the Caribbean, and the Americas.
