Biographical Data
He has served as Professor-Researcher, Director of the Technological Institutes of Puebla and Toluca, Director of Teaching and Academic Sector Coordinator in the General Directorate of Higher Technological Education.
He was general director of the Center for Industrial Technical Education, in the State of Jalisco and General Director of Higher Technological Education, both dependencies of the Secretariat of Public Education of the Federal Government.
He has developed research related to the area of thermochemical surface treatments in steels, has participated as a speaker at national and international conferences, has been invited as a foreign professor, member of doctoral thesis juries at the Universitè Henri Polincarè in Nancy, France.
He represented Mexico in the trilateral meetings of the Canada-Mexico-USA free trade agreement on higher education issues, and in the bilateral Mexico-France meetings, to create the educational model of Technological Universities, as well as in the Asia-Pacific Economic Cooperation Agreement for Youth Development and in European Educational Reform”Bologna Process” to harmonize the different Higher Education systems.
He is a Full Member of the Academy of Engineering (Mexico); Full Member of the Pan-American Academy of Engineering; President of the Education Committee of the Mexican Union of Engineering Associations (UMAI); President of the Committee on Responsible Practice for Engineering of the Pan-American Union of Engineering Associations (UPADI); Secretary of the Pan-American Academy of Engineering (API); member of the College of Mining-Metallurgical Engineers of Mexico and member of the National Council of Engineers and Scientists of France.
