Biographical Data
Civil Engineer, National University of La Plata, 1953. He completed post-graduate studies in Argentina, Spain and the United States.
He carried out business and professional activities (design, construction management and structural calculation of industrial buildings and houses). He was Undersecretary of Public Works in the Municipality of La Plata and Minister of Public Works and Services in the Province of Buenos Aires and in the Nation.
He was professor and dean of the Faculty of Engineering and Vice President of the National University of La Plata.
Currently, among other activities, he is a “Number Member” of the National Academies of Engineering, Pan-American of Engineers, Argentina of Environmental Sciences, and Engineering of the Province of Buenos Aires. He is also President of the Advisory Board of the “Center for Strategic Studies for Sustainable Development”, of the Technological Institute of Buenos Aires and responsible for the academic sector of the Central Executive Committee for the organization of the World Congress “Engineering 2010 - Argentina: Technology, Innovation and Production for Sustainable Development”.
He has founded and directed several non-governmental, national and international organizations. In engineering institutions, he has been continuously active, becoming president of the World Federation of Engineering Organizations and of the International Council for Engineering and Technology (UNESCO), based in Paris (1995-1999) and president of the Argentine Union of Engineering Associations (2000-2002)
He has published books and organized and chaired the first two World Conferences on Engineering and Environment, which met in 1981 in Buenos Aires and 1985 in New Delhi, and the “National Engineering Forum” (Buenos Aires, 2001). He has received several awards, including the “Pan American Integration and Solidarity Award” awarded by the Pan American Union of Engineering Associations in 1996.
