Biographical Data

Civil Engineer graduated from the Colombian School of Engineering Julio Garavito (1982), he is a Project Management Specialist and a Master's Degree in Tunnels and Underground Works from the National University of Distance Education (UNED) in Madrid, Spain (2019). With more than 40 years of experience in planning, management, design, construction, operation and maintenance of engineering works, especially tunnels and underground works, he has held important positions, including the presidency of the Colombian Society of Engineers (2021-2023) and the Maximum College of Academies (COLMAC, 2020-2021). In November 2024, Pardo Albarracín was appointed Full Academician of the Pan-American Academy of Engineering (API) during the biennial of this institution, held in the city of Córdoba, Argentina. Then, in February 2025, the engineer assumed the presidency of the Pan-American Union of Engineering Associations (UPADI) for the period 2025-2027, in a solemn ceremony that took place at the Julio Garavito headquarters of the Colombian Society of Engineers (SCI) in Bogotá, Colombia. Pardo Albarracín has also been a member of the Advisory Council for the preparation of the Colombian Tunnel Design and Construction Manual for the Quindio University of Colombia, as well as a member of the Board of Tunnel Experts for the National Network of Colombian Highways 4G, president of the Public Services Commission and a founding member of the Colombian Tunnel Association.
