José Enrique Villa Rivera

Dr. Villa Rivera has postgraduate Master and Doctor studies in Petroleum Science Engineering from the National Higher School of Petroleum and Motors, of the French Petroleum Institute (France).

He held the position of Director General of the National Polytechnic Institute by appointment of the President of the Republic, for the period 2003-2006. Reelected for the period 2006-2009. Since his reinstatement to the Institute in 1983, he has developed professional activities in the planning, organization and management of IPN development policies, as well as in the implementation and operation of teaching, research, extension and engagement strategies and programs.

Within ESIQIE, he held the positions of head of Postgraduate Studies and Research, in addition, head of the Scientific and Technological Research Division, director of Postgraduate Studies and Research and Liaison Coordinator.

Until before taking over the management of the institution, he held the Academic Secretariat (the second most important position in the institution).

In September 2008, the plenary session of the LVIII Legislature of the Congress of the State of Guerrero, agreed to appoint Dr. José Enrique Villa Rivera as the recipient of the “Sentiments of the Nation Award”, the highest award given by the Congress of the State of Guerrero to personalities from all walks of life, outstanding for their social and academic work, etc. The award of this medal took place on September 13, 2008, at the Cathedral of the Assumption of Mary, during the Public and Solemn Session for the 195th Anniversary of the installation of the Congress of Chilpancingo in Chilpancingo, capital of the State of Guerrero.

On March 11, 2010, he was appointed general director of the Mexican Petroleum Institute.

On March 9, 2011, he was appointed director of the National Council for Science and Technology CONACyT.
