Biographical Data
José (Pepe) Izquierdo received his bachelor's and master's degrees in civil engineering from the University of Puerto Rico in Mayaguez. He joined Capacete-Martin & Associates, Architects and Engineers in San Juan in 1980. Pepe served as Senior Structural Engineer for the firm for 5 years. He founded (1986) and worked for 15 years at the consulting firm Izquierdo, Rueda y Asociados, which provided services in the areas of Structural Engineers, infrastructure development and historic preservation.
He has directed the structural engineering continuing education program in Puerto Rico for the past 25 years. He has written numerous articles and spoken extensively on engineering and structural analysis in more than 15 countries, promoted the use of simplified methods for structural design and has worked on numerous restoration projects.
He has served as president (1994—1996) and a member of the board of directors of the Puerto Rico College of Engineers and Surveyors. During his 27 years of service to the Institute, he has served on numerous committees, Code, Earthquake, Dimension Magazine, Tecnomundo Newspaper, Special Built Design Committee, Treasury and Special Activities. He served as President of the Institute of Civil Engineers and San Juan Chapter.
He has specialized as an expert in structural engineering and in the design of complex structures and historic preservation projects. He has also served as a member of the jury for the Cemex Construction Award since 2007.
He was appointed by the Governor of Puerto Rico, Sila Calderón, as the 19th Secretary of State of the Commonwealth of Puerto Rico, after the resignation of Secretary of State Ferdinand Mercado, he simultaneously served as Secretary of Transportation and Public Works of the Commonwealth of the United States (2001-2002). [3] His term as Secretary of State ended on January 2, 2005, when he was succeeded by Marisara Pont Marchese, appointed by Governor Aníbal Acevedo Vilá.
Izquierdo was president of the American Concrete Institute between 2003 and 2004. He has a long and distinguished history of serving ACI International. He is an honorary member of the Institute, member of the 314 ACI Committee on Simplified Concrete Design that chairs the revision of IPS-1, 118-Use of Computers, 369-Seismic Repair and Rehabilitation, 375-Performance-based Design of Concrete Buildings for Wind Loads and E 705-Educational Computer Activities. Pepe is also part of the Educational Activities Committee, the Financial Advisory Committee, the Hot Topics Committee, the TAC Measurement Committee, and the Working Group on Centennial Activities. He was co-chair of the local committee for the 1992 ACI Fall Convention in Puerto Rico, co-chair of the 2007 ACI Fall Convention in Puerto Rico, and is a former president and board member of the Puerto Rico Chapter.
He has also been very active in many civic organizations, serving as a member of the board of directors and vice-president of the Puerto Rico Chamber of Commerce, Trustee of the Pontifical Catholic University of Puerto Rico and president and member of the board of directors of the San Juan Technological College.
He has been president of the boards of directors of several public corporations in Puerto Rico, Corporation for the Development of the Capital City of San Juan, Highway and Transportation Authority, Port Authority, Metropolitan Bus Authority, Puerto Rico Water and Sewer Authority, Puerto Rico Electric Power. Authority, Public Buildings Authority and the Board of Directors of Puerto Rico One Trillion Dollar Trust for Special Communities.
