Biographical Data
Civil Engineer from the National Autonomous University of Mexico, he studied for the Master of Science and the Diploma in Regional Economic Development at the National Polytechnic Institute; the Specialty in Infrastructure Project Management at the College of Civil Engineers of Mexico (CICM). He attended seminars on Government Auditing at the United Nations/INTOSAI, on Evaluation of Social Programs at the American Evaluation Association's, and on Evaluation of Public Programs at the Société Canadienne d'Évaluation.
He has been a professor at the Faculty of Economics of the UNAM; of the National Institute of Public Administration; of the Division of Higher Education
of the CICM and the ASF Training and Development Institute. As a speaker, in the last decade he has taught more than 1,300 hours in seminars, courses, national and international conferences and has participated in different interviews in the media, on topics related to his specialties.
It is certified by the Mexican Society for Economic, Financial and Cost Engineering and by the International Cost Engineering Council in the field of Cost Engineering. He is a professional expert in technical auditing of construction and related construction services; in Cost Engineering, and in Infrastructure Project Management; the latter three certified by the CICM. He also has a Specialty in Infrastructure Project Management.
For twenty-seven years, in the Supreme Audit Office of the Federation, formerly the Chief Accounting Office of the Treasury, he served as Area Director, Director
General of Program Evaluation, General Director of Public Works Auditing, and as General Director of Physical Investment Auditing
Feds. He was Chairman of the Information Technology Committee and “A” Member of the Technical Reports Review Committee. Under his coordination, 3.167 million pesos and 64 million dollars were recovered.
In December 2001 and December 2009, the Supervisory Committee of the Superior Audit of the Federation of the Chamber of Deputies to the Congress of the Union proposed him on the list to elect the Supreme Auditor of the Federation.
He participated in the National Economic Development Planning documents in the Secretariat of Programming and Budget in the General Directorates of Programming and Public Investment. In the Ministry of Energy and Mines, he was Director of Standards and Systems of Sectorial Organization. In the Secretariat of Public Works, he was part of the Unit Price Commission; and in the General Directorates of Airports and Federal Highways of the same Secretariat, he worked on the design, construction and control of works.
Within the Parastatal Sector, he served as Director of the Management Board of Drinking Water and Sewerage of Acapulco, Gro., in 1975 and 1976. In the private sector, he was a concrete calculator and building supervisor in different companies; and in the free practice of his profession he has been a consultant in matters of legal framework, financial and economic analysis, as well as in project management.
He is President of the Mexican Society of Administrative Engineers. Emeritus Member of the College of Civil Engineers of Mexico, Vice President and Honorary Member of the Mexican Institute of Technical Auditing; lifetime member of the Mexican Society of Economic and Cost Engineering; Vice President of the Mexican Society of Engineers, Mexico chapter. He is a member of the Mexican Academy of Systems Science and an Academician of Public Finance of the Mexican Society of Geography and Statistics. He coordinates the Professional Ethics Committee of the Mexican Union of Engineering Associations, which brings together more than 50 professional schools, associations and societies.
He has received 173 awards in Mexico and abroad as a specialist in the field of Supreme Audit. He has written numerous articles for technical journals on this topic. He is the author of the book Superior Audit and Other Topics and co-author of the books Will We Grow Without Civil Engineering? and Strategic Infrastructure Planning 2010-2035.
