With studies in Civil Engineering at the Higher School of Engineering and Architecture, I.P.N; Master of Science with a specialty in Hydraulics at the same school; Specialization in Fluid Mechanics at the University of Grenoble, France; Planning, Operation and Management of Ports and Coasts, at the Ministry of Public Works and Urbanism in Madrid, Spain; Doctorate in Engineering, at the Polytechnic University of Madrid, Spain, with an Outstanding CUM LAUDE qualification.

Professional, academic and administrative experience developed as: Designer in the Department of Experimental Engineering of the Secretariat of Hydraulic Resources; Head of the Hydraulics Laboratory of the General Directorate of Maritime Works of the Secretariat of the Navy; Deputy Head of the Department of Studies and Laboratories of the Directorate itself; Head of the Hydraulic Engineering Laboratory of the Higher School of Engineering and Architecture, IPN; Head of the Department of Experimental Engineering, Deputy Director of Civil Engineering, Head of the Studies Section of Postgraduate Studies and Research from the same school. Director of Public Works, in the Political Delegation of Cuajimalpa de Morelos, D.F. General Director of the College of Scientific and Technological Studies of the State of Guerrero. Author of more than 60 papers presented at national and international conferences and journals. Author of the books; Maritime Hydraulics Manual published by the General Directorate of Maritime Works of the S.C.T; Hydraulic Modeling Techniques, published by the I.P.N. and Alfa Omega; Coastal Zones and Processes, published in co-edition between the I.P.N and the Mexican Association of Port, Maritime and Coastal Infrastructure. In addition, the Notes on Hydraulic Models; Principles of Fluid Mechanics; Principles of Coastal Processes and Hydrodynamics of Estuaries and Coastal Lagoons.

Member of several committees of national and international technical, scientific and union associations, such as: Mexican Association of Hydraulics, A.C.; Mexican Association of Maritime and Coastal Port Engineering, A.C.; College of Civil Engineers of Mexico, A.C.; Mexican Society for Economic, Financial and Cost Engineering, A.C. International Association for Hydraulic Research Regional Division of Latin America; Conseil Nacional des Ingenieurs et des Scientifiques de France.

He has received awards such as: Distinguished Professor at the National Center for Industrial Technical Education; the IPN postgraduate thesis management award; the “Carlos González Cruz” Award for the best doctoral thesis from the Higher Technical School of Road, Canal and Port Engineers.
