Biographical Data

He is currently a Private Consultant. He has been a researcher at the Institute of Engineering, UNAM, (1964-1982), Professor of the Faculty of Engineering, UNAM, in the Graduate Division (1964 to date), Professor at the Ibero-American University, School of Engineering (1968-1970), Head of the Division of Graduate Studies, Faculty of Engineering, UNAM (1974-1978), Director of the Faculty of Engineering of the UNAM (1983-1987), General Director of Academic Computing Services of the UNAM (1987-1989), General Coordinator of Research and Postgraduate Support of the National Association of Universities and Higher Education Institutes (1989), IT Coordinator of the Secretariat of Communications and Transportation (1991-1994), Technological Development Coordinator of the Mexican Institute of Transportation (1994-2001), Director General of the Mexican Institute of Transportation (2001-2008).

He is President of the Academy of Engineering of Mexico (2008). Delegate to the International Council of Engineering Academies (CAETS). He was a member of the Technical Committee of the Center for Nuclear Studies, the Technical Committee of the Instrument Center and the Technical Committee of the University Computer Program, UNAM; of the Scientific and Technological Advisory Council of CONACyT; of the Advisory Council for Housing Coordination of the National Emergency Commission; of the Board of Directors of the General Directorate of Technological Development and of the Board of Directors of the Institute of Electrical Research, UNAM; Treasurer and Secretary General of the Mexican Union of Engineering Associations; Council Technician of the College of Civil Engineers of Mexico; Vice President of the College of Civil Engineers of Mexico; Technical Vice President of the Mexican Association of Informatics for Engineering, A.C.; Deputy President of the National Forum of Computer Architecture and Construction.

He is a member of the Mexican Academy of Sciences; of the Technical Council for the General Examination for Graduation of Licensing in Civil Engineering, of the National Evaluation Center for Higher Education (CENEVAL); of the Board of Directors of the National Metrology Center, of the National Standards Commission; of the Board of Directors of the Mexican Standardization Entity; of the Board of Directors of the Integrated Information System on Scientific and Technological Research of CONACyT.
