Biographical Data

As a public official, he has been recognized for his performance, as well as in the Private Sector where he has worked as a successful Manager. He has extensive experience in coordinating projects and technological developments at national and international levels.

In the Public Service, he has served as Director General of the Trust for Electric Energy Savings (FIDE), as Coordinator of the International Division and Supervisor of Hydroelectric Projects (PIFD), and Advisor to the Chief Operating Officer of the Federal Electricity Commission (CFE). He participated in the Process to provide Electric Service in the Metropolitan Area of Mexico City by CFE. He recently coordinated the drafting of a Book that reviews the 3 years of this momentous action.

At FIDE, he developed National Energy Savings and Efficient Use Programs with high-impact results recognized by SEMARNAT, INFONAVIT and the main Industrial Chambers CONCAMIN, CONCANACO, CANACINTRA and CANAME. Achieving international recognition.

In the International Division of CFE, Cooperation Agreements were signed with the state companies of the 8 countries of Central America and Colombia, which resulted in the construction of the Interconnected System Transmission Line between these countries (SIEPAC), which will be completed in 2013. In addition to the promotion of projects and technology transfer in Latin America and the promotion of the sale of electrical energy to the United States, Guatemala and Belize.

In the Private Sector, he has served as General Director of IEM Westinghouse, Weidmann of Mexico and Technical Director of Grupo Condumex. He was also Manager of the ABB T&D Business Development Area in the United States developing projects in Asia-Pacific.

He is one of the main promoters of Mexican Engineering, before the government, industry and academia to contribute to national development.

In July 2012, he received the 2011 National Mechanical and Electrical Engineering Award, which was presented to him by President Felipe Calderón.

In October 2012, he was elected President of the Pan-American Academy of Engineering (API).

He has been President of the Mexican Union of Engineering Associations (UMAI), the Pan-American Confederation of Mechanical and Electrical Engineering (COPIMERA) and the College of Mechanical and Electrical Engineers (CIME).

He is a full member of the Academy of Engineering of Mexico (AI).

He participated as Secretary General of the Mexican Society of Engineers of the Institutional Revolutionary Party where he collaborated in the 2002 — 2012 Period.

He is an Electrical Engineer from the Higher School of Mechanical and Electrical Engineering of the National Polytechnic Institute (IPN). Specialized in Power Systems at Westinghouse Electric, in Pittsburg, United States, Specialization in Senior Business Management from the Pan American Institute for Senior Business Management (IPADE) and graduated from the College of Quality, in the United States.
