He has a degree in Physics and Civil Engineering, a Master of Science and a Doctor in Science and Civil Engineering

He has carried out research on technological development at the National Laboratory of Civil Engineering, Structural Service, Lisbon, Portugal and at the International Center for Mechanical Sciences in Udine, Italy

He is President of the Brazilian Chapter of IAUP (International Association of University Presidents).

Since September 2010, he has been a member of the Deliberative Council of the Institute for Advanced Studies of the United Nations University (IAS-UNU), located in Yokohama (Japan)

Member of the Brazilian Academy of Education and the Brazilian National Academy of Engineering.

He is also a member of the Portuguese Academy of Engineering

He is Vice President of the Pan-American Academy of Engineering and an effective member of the Club of Roma.

Since 2008, member of the Portuguese-Brazilian Academy of Letters

He is currently Rector of Castelo Branco University in Rio de Janeiro.

President of the Rio de Janeiro Technology Network, Vice President of the Rio de Janeiro School-Business Integration Center and President of the Rio de Janeiro State Education Council.

Since May 2009, he assumed the presidency of the National Foundation for the Development of Private Higher Education (FUNADESP)

Former Rector of the Federal University of Rio de Janeiro and Honorary Visiting Professor at national and international universities.

He was president of the Forum of Rectors of the State of Rio de Janeiro (1994-1998), President of the Council of Rectors of Brazilian Universities (2002-2004) and President of the Deliberative Council of SEBRAE/RJ (2001-2004)

He has published nearly 100 works and book chapters

Speaker at more than 350 conferences in Brazil and abroad

He has directed more than 26 Master's and Doctorate theses.

He served as a member of the Civil Engineering Advisory Committee and the Scientific and Technological Council, the current Deliberative Council of the National Council for Scientific and Technological Development of Brazil (CNPq), the Deliberative Council for the Coordination of the Improvement of Higher Education Personnel (CAPES), the Federal Council of Education and the Engineering Teaching Commission of the Ministry of Education of Brazil.

He received several decorations and awards, including: the Medal of Order of Scientific Merit from the Government of Brazil, received the rank of Commander by the president of Brazil, Medal of Order of Cartographic Merit, Order of Academic Palms awarded by the Government of France, Medal of Peacekeeper, awarded by the Brazilian Army, among others.

In 2002, 2003 and 2004, he was elected “Educational Personality of the Year”, a prize awarded by the Brazilian Education Association and the Brazilian Press Association and by the Folha Diário Diário Diário Folha Dirigida

At the international level, he was a member of the Superior Council of the Columbus Project, linked to the Council of Rectors of European Universities and First President of the College of the Americas, founded in 2002 in Canada.
