Biographical Data

Consultant in Environmental Engineering. He has participated in specialized projects in the field of pollution control and the environment, performing these professional functions in Puerto Rico, the Caribbean, the United States and Europe. He has actively participated in the development of regulations, plans and guidelines for environmental control at the local and federal levels. Particularly over the past 30 years, he has participated and directed the development of multiple projects, in the area of facility audits and environmental impact analysis.

Member of the Puerto Rico College of Engineers and Surveyors, the Institute of Chemical Engineers of Puerto Rico, and the Puerto Rican Planning Society. He was a member of the Examination Board of Engineers, Architects and Surveyors of Puerto Rico, and was its President from 1991 to 1993.

Author of numerous publications, including:
(1966) Drill Lime Stabilization, Research Study; (1966) Slurry Seal Manual, Research Study; (1967) Slippery Areas on Road Pavements; (1967) Introduction to Asphalt; (1968) Quality Determination of Asphalt Binder by Radiation; (1968) Stabilization of Puerto Rico Low Grade Soils; (1988) Explosive Contamination and Explosive Waste in Vieques, Puerto Rico. (2020) A brief history of shipwrecks and spills in Puerto Rico.

Awards:

Certificate of Recognition for Meritorious Service, during the cleaning operation in the loss of the Ocean Eagle Tanker, (1969);

Certificate of Recognition for Ethical and Professional Activities-CIAPR, Puerto Rico, (1980);

Certificate of Recognition for Outstanding Services as President of The Institute of Chemical Engineers of Puerto Rico; “Order of the Fiftieth Anniversary” Medal, for Outstanding Services, CIAPR 1988-89, San Juan, Puerto Rico.
