Biographical Data

Program and Project Manager of the National Institute of Water and Environment and Head of Research, 1969-86. Director of the Applied Hydraulics Laboratory, 1986-92 and Manager of Science and Technology, 1992-96. Project Director of CONICET and Director of the LANAIHT Hydraulic Turbulence Engineering Laboratory. He participated in the projects Salto Grande, Alicurá, Piedra del Águila, Arroyito, Yacyretá, Corpus, Michihuao, El Chihuido, Paraná Medio, Casa de Piedra, El Tunal, Urugua-í, Futaleufú and others. Chairman of the Control Committee of the Environmental Management Plan for the Matanza-Riachuelo Basin. Consultant in hydraulic engineering for UNDP in India 1985 and in Bulgaria 1984. President of the Latin American Division of the International Association of Hydraulic Engineering and Research (2000-2002); Member of the Advisory Commission for Agricultural Sciences, Engineering and Materials, National Council for Scientific and Technological Research CONICET.

Senior Professor of Basic Hydraulics, National University of La Plata and Member of the Academic Council 1986-89. Professor of numerous postgraduate courses and examiner of doctoral theses at Argentinian universities and abroad. Chairman of the Knowledge and Technology Transfer Committee — International Hydrological Program IHP 1992. Member of the Scientific Committee for Hydroscience and Engineering 1993.

Author of more than 100 publications on hydraulic engineering in international journals, texts and memoirs (reference). Some works are considered classics in macroturbulent flows, mentioned in publications from the USA, Switzerland and in Ph.D theses from Canada and Spain.

Member of the American Society of Civil Engineers, 1986, Member of the International Committee on Scour and Foundations of the International Society for Soil Mechanics and Geotechnical Engineering, 1998; Member of the Council of the International Association for Hydraulic Research, 1996-99. Full Member of the Buenos Aires Academy of Engineering, 1991. Member of Number of the National Academy of Engineering, 1994. Member of Number of the National Academy of Exact, Physical and Natural Sciences.

He received the “Bernardo Houssay” CONICET Award 1987; “Ingeniero Enrique Butty” National Academy of Engineering Award; “José Gandolfo” National Academy of Exact, Physical and Natural Sciences Award.
