Biographical Data
Civil Engineer from the Autonomous University of Tamaulipas, Master in Engineering and Doctor in Engineering, from the Faculty of Engineering of the UNAM, graduated with honorable mention with the Thesis: “Monetarization of Externalities in Transportation Systems”. He is a Senior Academician of the Academy of Engineering of Mexico, of the Pan-American Academy of Engineering and an Expert in Infrastructure Project Management at the CICM. He is a Full Member of the CICM.
He was Professor in the Graduate Studies Division of the Faculty of Engineering of the UNAM, of the graduate program of the University of the Valley of Mexico and the Institute of Higher Studies of Tamaulipas. He is the Founding Professor and General Coordinator of the Diploma Course in APPS at the National Chamber of Consulting Companies (CNEC) and the Universidad Anahuac del Sur. He was President of the Pan American Federation of Consulting Associations (FEPAC) for the period 2012-2016. He was President of the CNEC from 2007 to 2010 and Member of the Executive Committee of the International Federation of Consulting Engineers (FIDIC) for the period 2016 to 2020. He is Past President of FEPAC and Member of the Advisory Council of the CNEC.
He chairs the FEPAC Recognition Evaluation Committee for the Federation's 50th Anniversary in 2021 and the Committee on International Financial Institutions. He received the CONCAMIN Ethics and Values in Industry and Corporate Social Responsibility Award as President of the CNEC for 3 consecutive years and was a CONACYT Fellow. He was President of the CONCAMIN Infrastructure Commission in the period 2011-2012. He has been a Full Member of the Committee for the Appointment of Social Witnesses of the SEFUPU (2007-2010). At the Academy of Engineering, I have participated as an Academician and Speaker in various forums and attended seminars and conferences. He participated in the 2014-2016 Board of Directors, and chaired the Committee for the Evaluation of the Role of the Academy as a Social Witness in 2016-2018. He has been a Senior Academician in the Specialty of Systems Engineering since 2002. He is currently a Member of the Committee on Globalization of Engineering since 2016 and President of the Specialty of Systems Engineering.
He has been appointed Technical Director of the CICM Congress on its 75th anniversary. He has more than 40 years of experience in structuring Public-Private Partnerships for strategic infrastructure projects. He has extensive experience in the transportation sector and participates as a consultant in international organizations such as the World Bank, the Inter-American Development Bank, the North American Development Bank and BANOBRAS, among others. He has published more than 150 articles and participated in national and international congresses in his specialty. He has extensive experience in matters of national and regional planning, logistics corridors and the Mexico-United States border. He is currently President and CEO of FOA Consultores, a Socially Responsible Company
