Industrial Chemical Engineer, 1962. Master's degree in Management with a specialty in Finance, 1978. Diploma in Econometrics, 1982.
He has been Director General of the Mexican Petroleum Institute; Executive Secretary of the Commission for the Operation and Promotion of Academic Activities of the National Polytechnic Institute; Secretary of Urban Development and Environment of the State of Quintana Roo; Federal Deputy.
National President of the Mexican Institute of Chemical Engineers (1986); President of the Association of Leaders of Petroleum Institutes and Research Centers in Latin America (1994); President of the Mexican Federation of Chemical Professionals (1995).
Technical Secretary of the Commission for the Evaluation of Studies for the Environmental Recovery of the Valley of Mexico; International Vice President of the Mexican Union of Engineering Associations; National Vice President of the PRI Professional and Technical Forum; National President of the Association of Graduates in Senior Management of Public Enterprise of the INAP.
Member of the Mexican Academy of Engineering; Lázaro Cárdenas del Rio Medal as a distinguished graduate of the IPN (1993); National Chemistry Award “Andrés Manuel del Río” (1994); Award in honor of the Mexican Nobel Prize in Chemistry “Dr. Mario Molina” for his contribution to improving the quality of life of Mexicans (2001); Engineer of the Year in Quintana Roo (2003).
