Biographical Data

Senior Professor, Faculty of Engineering, UCV. At the Central University of Venezuela, he has held various administrative positions. He has been Director of Coordination of the Faculty of Engineering; Director of Civil Engineering; Director of Postgraduate Studies of the Faculty of Engineering and Secretary of the Council for Postgraduate Studies of the University. He is also Full Professor at the Metropolitan University, where he was Dean of Postgraduate Studies during the period 2002-2005.

He was a Founding Member and Representative of National Universities in the first Board of Directors of the Education-Industry Foundation. In the years 1977-1980, he was Executive Director of the National Fund for Petroleum and Petrochemical Research (FONINVES) and Vice-President of the National Institute for Petroleum and Petrochemical Training (INAPET). In the period 1980-1986, he was Director of Scientific and Technological Affairs of the Organization of American States (OAS), based in Washington, D.C. and Executive Secretary of the Inter-American Commission on Nuclear Energy of that organization.

In the period 1989-1994, he was a member of the Board of Directors of the National Council for Scientific and Technological Research (CONICIT) and President of the Committee on Scientific and Technological Policy of that organization.

Between 1987 and 2002, he held various Management positions in the Oil Industry, in particular as Executive Development Manager and Corporate Development Manager responsible for the development of Senior Management and Executives of PDVSA.

He has been a visiting professor at the Pontifical Catholic University of Rio de Janeiro, as well as at the Federal University of Rio de Janeiro.

For more than 30 years, he was an active member of the Pan-American Committee for Engineering Education, having served as Chair of that Committee from 1969 to 1971. He was elected President of the International Division of the American Society for Engineering Education (ASEE). He has been appointed Founding Member of the Argentine Society for Engineering Education; Honorary Member of the Brazilian Engineering Teaching Association and Corresponding Member of the National Academy of Engineering of Mexico.
